States Have Difficulty Enforcing the Law Against Texting while Driving

Over the past few years, texting and driving has obviously become a huge issue. The issue has provoked a considerable increase in accidents.

Texting and driving has been banned in 30 states, according to the Governor's Highway Safety Association. Although texting may be illegal while driving, dialing a phone number or browsing the web  is not banned, which unfortunately makes it very difficult to enforce the law.

So, essentially, it is illegal to text while driving but not illegal to update your status on Facebook.

The question is: how can they pass a law that cannot be entirely enforced?
Also, it is also questioned whether the new law will have an impact on the number of accidents.

Drivers who are texting are 20 times more likely to get in an accident than drivers not texting, according to the Federal Motor Carrier Safety Association.

The law, in hopes, will influence people to make a conscious effort not to text while driving.
